Part 2: make Bo Limbaugh bean count and write as many reports as possible, make him look like a chronic complainer. Meanwhile, scare the hell out of allies. Then knock on the doors of enemies and ask them if they are scared yet and hold super "Summits." Play hard to get and begin to sign arms limitations or sanctions decree. Lock others out and use "ultra secrets" to anger them and create an exclusive club. So now they are kidnapping me so they can hash out treatise, dominate warfare, and declare themselves academic kings in nuclear expertise.
If this does not boost your ratings, then what will? Then I would contact the father of SATWAR or be friends with the highest military elites. Try anything, do anything, say anything until they sue you for $520 million.
